Dean loses the backend entering the chicane clipping Kev and turning him around with both off track. Dean pulls away leaving Kev behind. The accelerator trace of Dean's car does not reduce on moving only increase. The acceleration is not as great as it could be but at no point could I see anything that could be described as waiting.
Note rule 3 requires the giving back of the place. Waiting is not optional upon the disadvantaged driver asking for them to wait. This did not happen.
Rule 3: If you hit another driver during an event and disadvantage them in any way, you must let them regain their original position even if you lose places in doing so. If there is some doubt as to whether there was contact, ask the disadvantaged driver if you caused the issue. If they say 'yes', you must wait for them to regain their original place in all cases.
The right left right of the chicaine at Thruxton is so tight most people apparently can't get through it without going over the grass. This is not a plavce where an overtake can reasonably take place. Rule 7 below.

The overtaking driver has responsibility to ensure he makes a clean pass. Drivers who are reckless and attempt to overtake where there is no clear opportunity will be penalised if they do not concede any advantage gained.
No room was given and it could never have been given as it's not an appropriate place to overtake and also the passing car did not wait. There are three breaches of the rule here.
